The Eastern Cape Socio-Economic Council (ECSECC) is a Schedule 3C Public Entity established in 1995 as a formal Consultative Council comprising the social partners of Government, organized business, organised labour, the Civil Society Sector and Institutions of Higher Learning in the Province of the Eastern Cape. Our mission is to eradicate poverty, create jobs, and enhance economic growth through developing our capacity as a multi-stakeholder centre of excellence in applied policy research, development planning, and facilitation.
SHORT TERM EXPERT-PROJECT MANAGEMENT OFFICE (PMO)
ECSECC is seeking to employ a suitably qualified Short-Term Expert on a flexi-time basis for a period of 12 months. To provide technical support to the establishment of the PMO. The Short-Term Expert will prepare a detailed scope and documentation required to establish the PMO.
The Short-Term Expert will be required to work a maximum of 10 days per month. The incumbent reports to the Manager: Project Management Office.
Key Responsibilities:
• Document needs analysis, current state and desired future state analysis for the Khawuleza PMO.
• Conduct and document benchmarking with Departments, Municipalities and Provinces and document existing (and past) PMOs/PMUs and relevant suite of Project Management systems and tools in the Eastern Cape and South Africa.
• Develop PMO Charter and Roadmap.
• Develop detailed requirements, options analysis and design of technical solution (PMO Architecture).
• Technical advice and development of a common set of project and program management systems, methodologies, procedures, standards, gate review and approval system, governance principles, practices, tools and templates for managing projects in line with best practices and government requirements for managing projects consistently and efficiently to reduce project related risk and costs.
• Provide technical support to PMO establishment and associated projects as required by the PMO Manager.
Qualifications, knowledge and competencies:
• Bachelor’s degree or equivalent qualification (NQF level 7) and a post graduate qualification (NQF level 8) in, Information Technology, Computer Science, Engineering, Business Management, Data Analytics or other relevant qualification as recognized by SAQA. Master’s degree an added advantage.
• Understanding of public policy environment and applicable legislation.
• Understanding of PMO requirements, standards, governance and their suitability to different environments and requirements.
• Excellent knowledge of risk management.
• Strategic capability and leadership.
• Problem solving and analysis.
• Project management.
• Computer literacy and excellent writing abilities in English.
• Proven ability to work well as part of a team.
• Minimum 10 years’ experience in project Management and establish of PMO or equivalent.
• Minimum 10 years’ experience in professional provision of technical advice and support.
FIELD WORKERS X3
ECSECC is seeking to employ a suitably qualified Field Workers who will interview, collect and record data during a field research that will assess the need and a demand for social housing in Ntabankulu Local Municipality.
The incumbents will be required to work for 5 days and will report to the Project Manager in Strategic and Infrastructure Governance Programme based in East London.
Responsibilities include:
• Administer the research questionnaires
• Introduce and explain the purpose of the research to respondents
• Explain the research questionnaire to respondents
• Interview respondents to solicit appropriate responses to the research questionnaire
• Record and fill the research questionnaire
• Submit all filled research questionnaires to the project leader
Qualifications and experience:
• Possess a Matric or equivalent qualification (NQF level 4).
• Resident in the Ntabankulu municipal area.
• Sound familiarity with the Ntabankulu area.
• Ability to communicate and explain clearly, professionally and concisely, both verbally and in writing in isiXhosa and English.
• Ability to write in English.
• Has confidence to work independently but is also a team player.
• Proactive in decision-making.
• Ability to work in a team and maintain open and honest relationships with colleagues.
• Ability to build trust and confidence and respond proactively to requests.
• Willingness to travel throughout the municipality during the data collection process.
• Ability to work under pressure.
